This workshop will commence the public process to develop 2016 amendments to the Cap-and-Trade Regulation and Clean Power Plan compliance effort, and it will include ARB staff presentations on three topics: (1) general Cap-and-Trade Regulation amendments, (2) cost-containment and market oversight provisions, and (3) California’s plan for compliance with the U.S. EPA Clean Power Plan, issued under the federal Clean Air Act.
The Clean Power Plan rule is the first regulation to place limits on power plant emissions. Released by the Environmental Protection Agency on August 3rd, 2015, the final Clean Power Plan Rule requires each State to develop a plan to cut power plants’ CO2 emissions by specific targets.

The Pennsylvania Department of Environmental Protection (DEP) is announcing more than a dozen listening sessions and a 2-month comment period on the federal Clean Power Plan to hear from Pennsylvanians about the plan to cut carbon pollution. The Lycoming County listening session will be held November 4. Participants wishing to speak must register. In addition to the listening sessions, DEP will accept comments on Pennsylvania’s compliance with EPA’s Clean Power Plan through November 12, 2015.
