Jeanne Shaheen

Honorary Chair · U.S. Senator · New Hampshire (D-NH)

Jeanne Shaheen has represented New Hampshire in the U.S. Senate since 2009. She is Ranking Member of the Senate Foreign Relations Committee and also serves on the Armed Services, Appropriations, Small Business and Entrepreneurship, and Ethics committees. She serves as Honorary Chair of the Alliance to Save Energy’s Honorary Board of Advisors.

Before joining the Senate, Shaheen served three terms as Governor of New Hampshire. Her work in public service includes advancing bipartisan energy efficiency policies, supporting small businesses, and strengthening economic opportunity and national security.

Chris Coons

Chris Coons

Honorary Vice Chair · U.S. Senator · Delaware (D-DE)

Chris Coons represents Delaware in the U.S. Senate, where he has served since 2010. He serves on the Appropriations, Foreign Relations, Judiciary, and Small Business and Entrepreneurship committees and is Vice Chairman of the Select Committee on Ethics. He is Honorary Vice Chair of the Alliance to Save Energy’s Honorary Board of Advisors.

Before his election to the Senate, Coons served as New Castle County Executive. His public service and private-sector experience inform his work on economic opportunity, innovation, and bipartisan solutions.

Don Bacon
Honorary Board of Advisors

Don Bacon

U.S. Representative · Nebraska’s 2nd District (R-NE-02)

Don Bacon represents Nebraska’s 2nd Congressional District in the U.S. House of Representatives. First elected in 2016, he serves on the House Armed Services Committee, including its Tactical Air and Land Forces and Strategic Forces subcommittees.

Bacon is a retired U.S. Air Force brigadier general. His military career included command assignments in Nebraska, Germany, and Arizona and deployments to the Middle East. He is a National War College graduate and earned two master’s degrees during his Air Force service.

Nikki Budzinski

Nikki Budzinski

Nikki Budzinski represents Illinois’ 13th Congressional District, serving Central and Southern Illinois. She serves on the House Agriculture and Veterans’ Affairs committees and is Ranking Member of the Veterans’ Affairs Subcommittee on Technology Modernization.

Before entering Congress in 2023, Budzinski worked in the labor movement, in Illinois state government, and as Chief of Staff at the federal Office of Management and Budget. Her work focuses on economic opportunity for working families, support for family farmers, and services for veterans.

Sean Casten

Sean Casten

Sean Casten represents Illinois’ 6th Congressional District. A scientist and clean energy entrepreneur, he serves on the House Financial Services Committee and the Joint Economic Committee and is Vice Chair of the Sustainable Energy and Environment Coalition.

Before Congress, Casten led Turbosteam Corporation and co-founded Recycled Energy Development, working to capture wasted energy and improve industrial efficiency. He earned master’s degrees in engineering management and biochemical engineering at Dartmouth College and helped found the Northeast CHP Initiative to advance energy efficiency policy.

Kathy Castor

Kathy Castor

U.S. Representative · Florida’s 14th District (D-FL-14)

Kathy Castor represents Florida’s 14th Congressional District in the Tampa Bay region. She is Ranking Member of the House Energy and Commerce Committee’s Energy Subcommittee and also serves on the Select Committee on the Strategic Competition between the United States and the Chinese Communist Party.

Castor chaired the former House Select Committee on the Climate Crisis from 2019 to 2022. Her work includes energy affordability, grid resilience, consumer protection, and environmental stewardship. Before Congress, she served as a Hillsborough County Commissioner. She is a graduate of Emory University and Florida State University College of Law.

Judy Chu

Judy Chu

U.S. Representative · California’s 28th District (D-CA-28)

Judy Chu represents California’s 28th Congressional District, including Pasadena and the west San Gabriel Valley. She has served in the U.S. House of Representatives since July 2009 and serves on the House Ways and Means and Budget committees.

Chu was the first Chinese American woman elected to Congress. Her earlier public service included the Garvey School District Board of Education, Monterey Park City Council, three terms as Mayor of Monterey Park, the California State Assembly, and the State Board of Equalization. Her congressional work includes support for small businesses, health care access, and environmental conservation.

Susan Collins

Susan Collins

U.S. Senator · Maine (R-ME)

Susan Collins represents Maine in the U.S. Senate and chairs the Senate Appropriations Committee. First elected in 1996, she became Chair in January 2025, following service as Vice Chair in the 118th Congress.

Collins works across party lines on infrastructure, health care, rural development, and economic opportunity. She co-authored the Paycheck Protection Program and the Social Security Fairness Act. A native of Caribou, Maine, she graduated from St. Lawrence University.

Catherine Cortez Masto

Catherine Cortez Masto

Catherine Cortez Masto represents Nevada in the U.S. Senate. She serves on the Banking, Housing, and Urban Affairs; Energy and Natural Resources; Finance; and Indian Affairs committees.

A third-generation Nevadan and former federal prosecutor and Nevada Attorney General, Cortez Masto focuses on working families, public safety, and economic opportunity. Her work includes expanding Nevada’s clean energy economy, improving infrastructure, addressing wildfire and drought, and supporting rural communities and Tribes.

Sharice Davids

Sharice Davids

U.S. Representative · Kansas’ 3rd District (D-KS-03)

Sharice Davids represents Kansas’ 3rd Congressional District and serves on the House Agriculture and Transportation and Infrastructure committees. She entered Congress in 2019 as one of the first two Native American women elected to the House.

An enrolled member of the Ho-Chunk Nation, Davids worked in economic and community development and served as a White House Fellow before Congress. She attended Johnson County Community College and the University of Missouri–Kansas City before earning her law degree at Cornell University. Her work emphasizes economic opportunity, infrastructure, and affordable health care.

Mike Kelly

Mike Kelly

Mike Kelly represents Pennsylvania’s 16th Congressional District and chairs the House Ways and Means Subcommittee on Tax in the 119th Congress. He first entered Congress in 2011 and has represented the 16th District since 2019.

Born in Pittsburgh and raised in Butler, Kelly attended the University of Notre Dame and returned to work in his family’s automobile dealership, later becoming its owner. His business experience informs his work on tax policy, economic development, and retirement security.

Lisa Murkowski

Lisa Murkowski represents Alaska in the U.S. Senate. She chairs the Senate Indian Affairs Committee and the Appropriations Subcommittee on Interior, Environment, and Related Agencies. She is also a member and former Chair of the Energy and Natural Resources Committee and serves on the Health, Education, Labor, and Pensions Committee.

Murkowski joined the Senate in 2002 after serving in the Alaska House of Representatives. Born in Ketchikan, she earned an economics degree at Georgetown University and a law degree at Willamette University. Her work emphasizes Alaska’s communities, energy affordability and reliability, and responsible stewardship of land and resources.

Before Congress, Tonko led the New York State Energy Research and Development Authority and served for 25 years in the New York State Assembly, including 15 years as Chair of its Energy Committee. He graduated from Clarkson University with a degree in mechanical and industrial engineering.

Warner served as Governor of Virginia from 2002 to 2006. Before public office, he spent two decades as a technology and business leader, co-founding the company that became Nextel and investing in startup businesses.

Ron Wyden represents Oregon in the U.S. Senate and is Ranking Member of the Senate Finance Committee. He also serves on the Energy and Natural Resources, Budget, and Intelligence committees. He was elected to the Senate in 1996 after serving in the House of Representatives.

Wyden’s work includes tax policy, clean energy, health care, privacy, and support for rural communities. A graduate of Stanford University and the University of Oregon School of Law, he co-founded Oregon’s Gray Panthers chapter and directed Oregon Legal Services for the Elderly before Congress.

Duane Baldwin

Duane Baldwin

TRC Companies · Vice President, Advanced Energy

Serving as a Vice President of Advanced Energy at TRC Companies. Mr. Baldwin is a results driven, dynamic leader with over two decades of experience managing energy and information technology initiatives in the public and private sectors. Mr. Baldwin is responsible for building relationships within our industry, and for championing people within our company. As a team builder, he believes that collaboration, problem-solving, and continuous improvement are the drivers to customer satisfaction and company growth. Currently, Mr. Baldwin leads the client acquisition and development team which is responsible for developing practice wide relationships with utilities, agencies, and businesses across the United States. His proficiency in program management, staff leadership and development, and process improvement directly impacts the success of the Advanced Energy team.

Prior to joining TRC, Mr. Baldwin served as senior manager for Lockheed Martin Energy where he managed over $80M of energy management and sustainability contracts with many of the largest utilities in the eastern United States. In addition to his program work, Mr. Baldwin has served as capture manager, technical lead, and subject matter expert on numerous efforts to help our clients make the transition to efficient and low-carbon energy systems. His experience includes leadership of energy efficiency, demand management, electrification, and decarbonization programs across the commercial, industrial, government, and residential sectors. He has led teams responsible for saving cumulatively 1M+ MWh of energy through successful implementation of energy conservation programs.

Mr. Baldwin is committed to building and mentoring the next generation of leaders. His passionate management style inspires team members to take on new challenges, think creatively, and “get to yes,” while taking pride in integrity and personal accountability. Mr. Baldwin 's strong and compassionate leadership led to him receiving accolades from his peers. In 2010 and 2012, Mr. Baldwin was selected as a Lockheed Martin Excellence in Leadership Award winner, and in 2013, Mr. Baldwin was selected as a Network Journal Magazine 40 Under Forty Honoree.

Prior to Joining Lockheed Martin in 2004, Mr. Baldwin held consulting and project management roles at Booz Allen Hamilton and AYB. His roles included work for Department of Treasury and Internal Revenue Service programs. Mr. Baldwin holds a Bachelor’s degree in government and politics from the University of Maryland, College Park, a Master’s degree from the Harvard University division of continuing education school of extension studies, and is a graduate of the Lockheed Martin Program Management Development Program.

Mark S. Berry, Ph.D., P.E.

Mark S. Berry, Ph.D., P.E.

Southern Company · SVP, Research and Development

Dr. Mark S. Berry, P.E., is currently senior vice president of research and development (R&D) for Southern Company Services. In this role, he leads all activities of Southern Company’s industry-leading R&D organization and guides the company’s strategic advancement of technologies that provide clean, safe, reliable and affordable energy for customers in a net-zero future. This includes developing low- and no-carbon technologies, including advanced nuclear and the hydrogen economy; advancing energy storage, renewable, distributed generation and transportation solutions; modernizing the grid; and promoting negative-emission and sustainability innovations. Named to the position in June 2022, Berry previously served as vice president of Southern Company Services R&D, as well as vice president of environmental and natural resources for Georgia Power, the largest subsidiary of Southern Company, where he oversaw Georgia Power-owned natural resources and managed environmental compliance and stewardship programs to meet or surpass all environmental laws and regulations. Over his career, Berry has held numerous positions of increasing responsibility, including director of Southern Company research and technology management, managing a portfolio of research related to emission controls, energy efficiency, renewables, power delivery, central station generation and carbon capture, utilization and storage. He served as director in the generation sector at the Electric Power Research Institute (EPRI), where he managed research and development efforts in renewables, water management, carbon capture and storage, and advanced fossil generation; and director of energy and environment at Southern Research. He was also manager of environmental assessment for Southern Company’s research and environmental affairs organization, where he managed the company’s regulatory response to federal rule-making activity and the environmental science research program. Prior to joining Southern Company, Berry attained the commissioned rank of lieutenant commander in the United States Navy as a surface warfare officer. While on active duty, he served upon the USS Gunston Hall (LSD-44) in the capacities of deck officer and combat information center officer. After joining the reserves, he served as an engineering officer supporting the USS Sentry (MCM-3) and as an intelligence officer supporting the Defense Intelligence Agency (DIA HQ). Berry holds a bachelor’s degree in mathematics from Alabama A&M University, and a bachelor’s and master’s degree in mechanical engineering and Ph.D. in interdisciplinary engineering from the University of Alabama at Birmingham. He also earned a master’s degree in public and private management from Birmingham-Southern College and is a registered professional engineer. He is a graduate of Leadership Atlanta. Berry is currently pursuing a chief technology officer certificate from the Wharton School of Business at the University of Pennsylvania. Berry is vice chair of the Research Advisory Council at EPRI. He is an advisory board member of the Strategic Energy Institute at the Georgia Institute of Technology and the School of Engineering at the University of Alabama at Birmingham. Berry is a board member of Wellstar Health System and serves on the boards of the Georgia Conservancy and the National Wildlife Federation. Berry is a member of 100 Black Men of Atlanta, where he leads the mentoring efforts for the organization. Berry also teaches thermodynamics as an adjunct professor at the University of Alabama at Birmingham, and is a program evaluator for the Engineering Accreditation Commission of ABET. Berry is an active, lifetime member of Alpha Phi Alpha Fraternity Inc. He has established two scholarships for minority students pursuing a degree in engineering in the name of his grandfathers – an endowed scholarship in the name of Marion Luscious Nell at the University of Alabama at Birmingham, and the Simpson Berry Sr. Endowed Scholarship at Alabama A&M University. Born and raised in Birmingham, Alabama, Berry and his wife, Crystal, have four children.

Ralph Cleveland

Ralph Cleveland

Ralph Cleveland was named President and CEO of the American Association of Blacks in Energy (AABE) in March 2022. He also serves as Senior Managing Director and CEO of Cleveland and Associates, a consulting firm dedicated to empowering businesses and corporate leaders in strategic growth, transformation and scaled operations, and he is the President and COO of S.L.King Technologies, a consulting firm which provides premier services in planning, design, construction management, asset management, data management, business process management, energy resource management and information technology. Prior to these roles, Cleveland served four years as the Global Head of Customer Operations, Business Transformation, and Supply Chain for Fortune 50 American International Group (AIG). In this role, Cleveland had responsibility for responsibility for over 16,000 employees and $1.4 billion in general operating expense for AIG Commercial and Consumer Insurance. He developed and matured functional operations for Contact Centers, Client and Policy Servicing and Collections, Sourcing and Procurement, Risk and Control Services, and Operations Services. His Business Transformation responsibility included managing an investment program portfolio of $250 million in expenses and $800 million in capital investment, annually. These responsibilities included developing and implementing AIG’s global target operating model. Cleveland also held responsibility for development of the property and casualty global operations shared services and back office processing centers for three years.

Cleveland has 35+ years of experience in the energy and infrastructure sector in various corporate and industry roles. For a ten year period, he was responsible for centralized utility operations shared services for then AGL Resources, now Southern Company Gas, which included: engineering, construction, environmental health and safety, crisis management, business continuity planning, supply chain, supplier development, supplier diversity, project management, and high consequence operations such as gas operations, gas storage and transmission operations.

Mr. Cleveland was also a member of the AGL Resources’ Policy Committee which set strategic and policy direction for the Fortune 1000 corporation. In addition, he served on the Compliance Committee, the Foundation Board of Directors, and the Investment and Administrative Committees.  He also served as Chairman and CEO of several of AGL Resources’ commercial and operating subsidiaries. In his role immediately prior to starting at AIG, Mr. Cleveland served as President of Nicor Gas which serves 2.2 million customers in northern Illinois and had profit and loss responsibility for the business unit.

Previous to his roles as Nicor Gas President and corporate SVP/EVP, Cleveland served as vice-president of operations for the then newly acquired subsidiary utility, Virginia Natural Gas, where he was responsible for post merger integration of operations and engineering activities as well as executive oversight of field service, distribution operations, local engineering design and construction, pipeline operations, propane peak shaving operations and customer operations including customer contact center and collections activities.

Mr. Cleveland is currently serving as a member the board of the National Energy Foundation and as an NPC Council Member of the National Petroleum Council. He also previously served as the Chairman and CEO of the North American Energy Standards Board. He is president and founder of the Capital and Enterprise Development Group, non-profit endeavor which is dedicated to economic inclusion and socio-economic development.

Mr. Cleveland has been recognized as one of the Top 100 Most Influential Blacks in Corporate America by savoy Magazine and an Outstanding Georgia Citizen by the Secretary of the State of Georgia and was inducted into the Academy of Distinguished Engineering Alumni of the Georgia Institute of Technology.

A native of Macon, Georgia, Mr. Cleveland received his undergraduate degree in mechanical engineering from Georgia Tech, completed post-graduate studies in mechanical engineering at Rice University in Houston, TX and received his master’s degree in business administration from Tulane University in New Orleans, LA.

Phil Croskey

Phil Croskey

MD Energy Advisors · CEO & Co-Founder

Phil is the CEO and Co-Founder of MD Energy Advisors and has over 20 years of executive and managerial experience in the areas of energy, business development, finance, and economic development.  Phil is responsible for strategic direction and revenue growth at MD Energy Advisors by developing and implementing high-level strategies, making company decisions, and acting as the chief communicator. Prior to Co-Founding MD Energy Advisors Phil was Director of Real Estate Development at the Baltimore Development Corporation (BDC) where he was responsible for over $3 billion of development projects for the City of Baltimore.

Prior to joining BDC, Mr. Croskey was part of the management team at credit card giant - MBNA America (now Bank of America) in Wilmington Delaware, with management roles in marketing, sales, finance, and risk mitigation.

Deeply committed to service, Phil serves on numerous area boards including American Association of Blacks in Energy (AABE) Baltimore Chapter, Clean Air Partners, and Stocks in the Future. In 2013, Phil was selected Top 40 Under 40 by the Baltimore Business Journal. In 2018, Phil was selected to participate in The American Israel Public Affairs Committee (AIPAC) African American Emerging Leader delegation to Israel and was awarded one of Maryland Daily Record “Most Admired CEOs.”

Phil is deeply passionate about  equitable economic development and entrepreneurship. A native of Cleveland, OH, Mr. Croskey earned a Bachelor of Science degree in Business Management from Morgan State University.

Kelly Veney Darnell

Kelly Veney Darnell

American Clean Power · Chief Operating Officer

Association and President of the Clean Power Institute. She is the former Interim Chief Executive Officer and COO for the Bipartisan Policy Center. She previously served as COO at The Executive Leadership Council, United Way of the National Capital Area and for the Washington, D.C. Office of the State Superintendent of Education. Prior to her operations positions, she worked at Bank of America in Capital Markets Structured Finance, focusing on mortgage finance and derivatives. She also practiced corporate law at Saul Ewing, LLP. Kelly’s political positions include serving as the Federal Affairs Director for the City of Atlanta and as a Legislative Assistant for Congressman John Lewis of Atlanta in the U.S. House of Representatives. She is the Immediate Past President of the D.C. Bar Foundation and serves on the University of Maryland and School of Public Policy Dean’s Advisory Council. She is a Woodrow Wilson Fellow and has received numerous awards, including the Washington Business Journal’s Women Who Mean Business Award. She received her B.A. in Economics from Spelman College and an M.P.M. from the University of Maryland. She received her law degree from the American University, Washington College of Law.

Justin Driscoll

Justin Driscoll

New York Power Authority · President & CEO

Justin supervises NYPA’s 16 generation facilities and 1,400 circuit-miles of high-voltage transmission, as well as its role as an energy efficiency project developer and as energy supplier for its governmental customers, including New York City, the Metropolitan Transportation Authority, the Port Authority of New York and New Jersey, the New York City Housing Authority, state agencies and local governments. Through Justin’s leadership, the Power Authority is helping the Hochul administration meet its nation-leading clean energy goals. To fully access New York’s growing renewable energy resources, he is guiding the most dramatic transformation of the state’s grid in more than four decades by implementing large-scale transmission projects, such as Smart Path, Smart Path Connect, Clean Path New York and Central East Energy Connect. Under Justin’s leadership, NYPA also launched ConnectALL, the largest-ever investment in New York's digital infrastructure. Announced in Governor Hochul’s 2022 State of the State address, NYPA leveraged existing transmission infrastructure to bring broadband internet to communities either unserved entirely or underserved by commercial providers. Before joining NYPA, Justin was engaged in the private practice of law and represented clients that included Fortune 500 companies, governmental entities and energy companies, in complex commercial litigation and regulatory matters.

Justin serves on several boards, including the Alliance to Save Energy, the New York State Energy Research and Development Authority, the GridWise Alliance, EPRI, New York City’s Urban Green Council and the World Resources Institute’s Global Energy Advisory.

Justin is a graduate of American University in Washington, D.C. with a bachelor’s degree from the School of Public Affairs. He received his law degree from the New York Law School and attended the New York University School of Law L.L.M. Program in trade regulation.

Paula R. Glover is the President of the Alliance to Save Energy, a bipartisan, nonprofit coalition of business, government, environmental, and academic leaders advocating to advance federal energy efficiency policy. As the seventh president in the organization's 45-year history and a long-time member of the Board of Directors, Ms. Glover provides over 25 years of industry expertise and leadership. Under Ms. Glover’s leadership, the Alliance to Save Energy has played an instrumental role in advancing sweeping energy policies such as the Infrastructure Investment and Jobs Act as well as the Inflation Reduction Act. Additionally, the Alliance has secured billions of dollars in federal funding for energy efficiency programs, amplified its work on energy justice, and worked to advance the next generation of technologies with the Active Efficiency Collaborative. She has also led a significant advocacy push for wide-reaching energy efficiency policies through the Alliance’s Energy 2040 Initiative. Ms. Glover’s deep expertise and leadership has been instrumental in driving policy initiatives, promoting energy efficiency technologies, and fostering partnerships between government, industry, and academia. Ms. Glover has also long been a champion for leading efforts on diversity, equity, and inclusion. Prior to her time at The Alliance, she served as President and CEO of the American Association of Blacks in Energy, a non-profit professional association whose focus is to ensure that African Americans and other minorities have input into the discussions and development of energy policy, regulations, and environmental issues. In addition, Ms. Glover has 15 years of experience in the energy industry, working on both electric and natural gas distribution. During that time, she built a stellar reputation working with state legislators and regulators -- commanding a clear understanding of the consumer and community sides of the business enterprise.

Ms. Glover serves on the Board of Directors for Talos Energy where she serves as chair of the Safety, Sustainability and Corporate Responsibility Committee. She also serves on the board of the Keystone Policy Center, Clean Energy Works, and Resources for the Future.  She has served on the National Petroleum Council since 2014 and is also a Trustee for Cardigan Mountain School, a junior boarding school in Canaan, NH.

Ms Glover is the recipient of numerous awards and received her B.S. in Marketing Management from the University of Delaware.

Karen Alderman Harbert is president and chief executive officer of the American Gas Association. Founded in 1918, AGA represents more than 200 local energy utility companies that deliver natural gas to 178 million Americans nationwide.

Prior to joining AGA, she was president and chief executive officer of the U.S. Chamber of Commerce’s Global Energy Institute (Energy Institute). Under Harbert’s leadership, the Energy Institute evolved into a premier national and international organization dedicated to advancing a constructive energy agenda with the business community, policymakers and consumers. Harbert led the Energy Institute’s development of its comprehensive Energy Works for US platform, which provides policy recommendations to secure our nation’s energy future and create millions of jobs, billions of dollars in revenue, and trillions of dollars of private investment. Under Harbert’s leadership, the Energy Institute established the groundbreaking Index of Energy Security Risk and the International Index of Energy Security Risk, the first tools to quantify America’s energy security on an annual basis. Harbert frequently testifies in front of Congress and provides analysis to the media, policymakers, and industry leaders.

She currently serves on a number of not-for-profit boards including: United States Energy Association, Bryce Harlow Foundation and Jefferson Islands Club. Harbert is a member of The Economic Club of Washington D.C.

Doreen M. Harris was appointed president and CEO of the New York State Energy Research and Development Authority (NYSERDA) on April 7, 2021. Ms. Harris has held public and private sector leadership roles advancing clean energy projects and engineering companies for more than 20 years.

During her 10 years of public service, she has held executive, technical, and policy positions at NYSERDA, most recently as the Vice President of Large-Scale Renewables. While at NYSERDA, she has overseen the State’s nation-leading advancement of renewable resources under the Climate Leadership and Community Protection Act and Clean Energy Standard. Ms. Harris also spearheaded the strategic development of New York’s offshore wind resource, including the execution of the State’s offshore wind master plan. She was also instrumental in advancing and implementing the Accelerated Renewable Energy Growth and Community Benefit Act, which will modernize the siting of large-scale renewable energy projects across New York.

Before embarking on a career in public service, Ms. Harris spent more than a decade in the energy sector, serving in management and engineering roles. She began her career at Alcoa Advanced Technologies and Optimization Technologies in engineering roles associated with consulting and project management. Prior to joining NYSERDA, she served as Project Director for Global Water Technologies, Inc., where she led a multi-year initiative to develop and commercialize energy savings and water treatment technologies.

She currently serves on the boards of several organizations, including the Clean Energy States Alliance (CESA) and the National Offshore Wind Research and Development Consortium.

Ms. Harris earned a Bachelor of Science in Chemical Engineering from the University of Rochester and a Master of Business Administration from the University at Albany.

Bob Hinkle

Bob established Metrus in 2009 and created the Efficiency Services Agreement (ESA) and Sustainable Energy Services Agreement (SESA), which has become the contractual backbone for the financing of large-scale energy efficiency retrofit and renewable energy projects. Bob helped develop and grow the Energy as a Service market, which is currently a $5.4 billion industry. Previously, Bob was vice president of energy efficiency at MMA Renewable Ventures where he directed the company's overall energy efficiency financing business and identified and negotiated investment opportunities with ESCOs and large commercial and industrial energy users. He has over 25 years of experience in the energy industry and worked for 10 years at Nexant (at that time owned by Bechtel Corporation). He has developed and implemented over $500 million of large-scale energy efficiency projects and clean energy investment programs in the U.S. and in emerging global markets for utilities, major energy end-users, government agencies, export credit agencies and international donors. Bob previously served as a Board Member for the California Energy Efficiency Industry Council and was an entrepreneur in residence for the California Clean Energy Fund focusing on the identification of new business models for energy efficiency. He has authored articles published in leading sustainable energy publications including Bloomberg, GreenBiz and Utility Dive. Bob has an MA degree in international business from the Fletcher School, Tufts University and a BA degree in international politics and economics from Middlebury College.

She has had a long advocacy career in the power sector most recently as Vice President of Federal Affairs at Calpine Corporation. She also held the positions of Director of Federal Affairs for Mirant Corporation, and Washington representative for Kansas City Power and Light and for DTE Energy. She has worked extensively on issues relating to national energy policy, electricity markets, natural gas, climate change, the Clean Air Act, renewable energy technologies and tax incentives. Yvonne began her professional career with Detroit Edison as an electrical engineer working in power plants and distribution systems service centers. She holds a Bachelor of Science Degree in Electrical Engineering from Oakland University in Rochester, MI and a Master of Business Administration Degree with a concentration in International Business from Wayne State University in Detroit, MI. Yvonne is a member of various professional and community organizations and serves on the boards of the DC chapter of the Women’s Energy Network and the Washington Government Relations Group Foundation.

Ratish has been with Legrand since January 2024. Ratish holds a master’s degree in mechanical engineering from University of Wisconsin, Milwaukee and a bachelor’s degree in mechanical engineering from Mumbai University in India. Prior to joining Legrand, Ratish was the Director of Sustainability and the Director of an inhouse innovation incubator called Innovation for Good at Kohler Co, a global leader in plumbing products and hospitality services. In that role he also oversaw reporting and compliance for a 1,500-employee organization against performance-management targets, worked across the full grant application and reporting cycle, and took part in annual negotiations with Cook County on an organizational budget of more than $100 million.

Before stepping into this role, John led Headwater Services, where he coached nonprofit leaders on strategy, culture, and organizational design. At Milepost Consulting, John served as Executive of Operations and Account Delivery, where he spearheaded utility-focused energy efficiency programs, and played a pivotal role in scaling the firm’s impact and reach, leading strategic growth initiatives, and developing leadership programs that earned Milepost recognition as one of Washington’s Best Small Companies to Work For. He’s also held senior roles at American Efficient and Stillwater Energy designing and delivering programs for commercial and industrial customers.

Richard T. Thigpen was named senior vice president – Corporate Citizenship in July 2018. Mr. Thigpen is also chairman of the PSEG Foundation. He is responsible for areas of the business that drive public policy through advocacy, including federal, state and local government affairs, sustainability, charitable activities and corporate social responsibility. Mr. Thigpen is a member of PSEG’s Executive Officer Group.

Mr. Thigpen joined PSEG in March 2007 as vice president –State Governmental Affairs of PSEG Services Corp. He has been a public affairs consultant since 1999 and was a co-founding partner of 1868 Public Affairs, which provides lobbying, strategic planning, public relations and government relations services to clients in New Jersey, New York and Washington, D.C.

Previously, Mr. Thigpen served as an associate at the New York law firm of Thacher Proffitt and Wood in the mortgage-backed securities practice group (1988 to 1990), was district director for U.S. Rep. Don Payne (NJ-10) (1990 to 1996) and executive director of the New Jersey Democratic State Committee (1996 to 1999). He also has served as a political analyst for New Jersey Network and as an academic associate for PublicMind, Fairleigh Dickinson University Polling and Survey Research Institute. Mr. Thigpen also was a former assistant to the president of the NAACP State Conference for Public Affairs. He is currently a member of the boards of the Regional Plan Association, the New Jersey Climate Change Alliance, the New Jersey Legislative Black Caucus Foundation, New Jersey Television, the Brown University Alumni Association and the New Jersey Pandemic Relief Fund. He also is a member of the American Association of Blacks in Energy’s national board and chair of the Legislative Issues and Public Policy Committee.

Tom Kuhn

Tom Kuhn is President and Chief Executive Officer of Global Energy Advisors and Executive Chair of Anterix. He brings more than four decades of leadership experience in the electricity industry.

Kuhn led the Edison Electric Institute for more than 30 years, supporting advances in grid infrastructure, electrification, and cleaner power. His earlier roles included leadership of the American Nuclear Energy Council and service as White House Liaison Officer to the Secretary of the Navy. He earned degrees at Yale University and George Washington University and completed Stanford’s Senior Executive Program.

Kasparas Spokas

Kasparas Spokas directs the Electricity Program at Clean Air Task Force. He oversees electricity-sector analysis, system planning, policy and regulatory reform, and market design work in the United States and Europe.

Before this role, Spokas led CATF’s strategic research and exploration initiative. He previously worked at The Brattle Group on power system modeling, infrastructure planning, market design, and transmission. He earned his doctorate at Princeton University, where his research focused on engineering and energy policy.

Christi Tezak is an energy expert and strategic advisor with more than 30 years of experience helping investors, executives, and industry leaders understand energy policy, regulation, and market developments.

At ClearView Energy Partners, she established and expanded the firm’s electricity, natural gas, and environmental practices. She has testified before the Federal Energy Regulatory Commission and Congress and speaks regularly at industry forums. Her nonprofit leadership includes 18 years on the board of the Women’s Council on Energy and the Environment.

Sue Tierney

Sue Tierney is a Senior Advisor at Analysis Group and an expert in energy policy and economics, specializing in the electric and natural gas industries. Her consulting work includes energy markets, utility regulation, transmission, resource planning, and clean energy policy.

Tierney previously served as Assistant Secretary for Policy at the U.S. Department of Energy, a state cabinet officer for environmental affairs, and a state public utility commissioner. She has advised companies, governments, and nonprofit organizations and has published and lectured widely on energy issues.

Carla Tully

Carla Tully

Oak in Pine · Board Director

Carla is the former Chief Executive Officer and Co-Founder of Earthrise Energy, PBC, an energy transition company she co-developed from concept and grew to a successful 1.7 gigawatts (GW) independent power producer. She previously served as Executive Vice President and Managing Director of Renewable Energy at MAP Energy, a $2.4 billion energy investment firm where she scaled the company’s renewable energy development business and raised its first all-renewable energy fund. Carla also held various senior leadership roles with AES Corporation, a US-based utility and energy generation company, where she shaped and executed growth strategies for AES’s businesses worldwide.

Currently, Carla also serves on the boards of the Nikola Corporation, Pattern Energy, Emera and the Citizens for Responsible Energy Solutions Forum. She is also a Senior Advisor for the Canadian Pension Plan Investment Board (CPPIB) and an advisor to several energy transition startups.

Carla holds a Master of Business Administration from Columbia Business School, a Master of Arts in Law and Diplomacy from the Fletcher School at Tufts University, and a bachelor’s degree in international relations and economics from the University of Southern California.

Chase Weir

Chase Weir is Chief Executive Officer of Distributed Sun. His work combines energy technology development, power system transformation, and financing for generation and battery storage assets.

Weir’s team develops distributed energy systems, smart microgrids, and tools that support infrastructure investment and operational decisions. This work includes fleet electrification and deployment of intelligent assets at the grid edge, with an emphasis on reducing costs and emissions while improving reliability and resilience.

Paula Gold-Williams

Paula Gold-Williams is Co-Chair of the Keystone Policy Center and a corporate director. She serves on the boards of Emera and ReNew Energy Global and is an Energy Pillar Co-Chair of Dentons’ Global Smart Cities and Communities initiative.

Gold-Williams previously served as President and Chief Executive Officer of CPS Energy in San Antonio, following senior financial and administrative leadership roles at the utility. She holds an MBA in finance and accounting and is a Certified Public Accountant and Chartered Global Management Accountant.

Francesca Arato

Director of Education

In her role as Director of Education, Francesca oversees the Alliance’s portfolio of education programs which allow students to become ambassadors for energy conservation in the classroom and at home. She supports a team of program implementation, outreach, and recruitment.

Prior to joining the Alliance, Francesca spent her career in K-12 environmental education, program development and communications. She holds a bachelor’s degree in Industrial Design and a master’s degree in Eco-efficient Product Design from the Polytechnic University of Turin.

Stephanye Batiste

Stephanye Batiste

Local Project Leader, Education

Bringing her expertise in educational technology and instructional design with years as an elementary classroom and K-5 virtual teacher, Stephanye Batiste leads school districts and teachers as they implement the Empowered School Program and other energy efficiency education. Her support and assistance allow students to become ambassadors for environmental justice within their classroom and their communities.

Stephanye graduated from Grambling State University and began her career as an education reporter. She then transitioned fully into the academic realm and later gained her master's degree in Educational Leadership from Concordia University-Portland. Stephanye also freelances as a K-5 writer/editor for math and science lessons.

Grace Chen

Manager, Education Outreach

Grace supports the education team in its implementation of the EmPowered Schools program with teachers and districts. Her role is to connect schools with funders to further the Alliance’s mission of educating students about energy conservation and green career pathways.

Prior to joining the Alliance, Grace was an elementary classroom teacher for over a decade where she created a nurturing and engaging learning environment while focusing on student progress. She holds a bachelor’s degree in Education from the University of Texas at Austin.

Sapna Gheewala-Dowla

Sapna Gheewala-Dowla

Associate Vice President, Policy and Research

Sapna Gheewala-Dowla joined the Alliance to Save Energy as the Director of Policy in June 2023. Sapna helps to lead the development, execution, and evaluation of the Alliance’s policy work, including managing members of the policy team, conducting analysis and advocacy, and working closely with associate members, external stakeholders, and others to effectively achieve the organization’s policy objectives. She forwards the organization’s work by cultivating relationships with key congressional committees and staff. She also leads and manages issues related to the built environment, including managing the organization’s Building Policy Committee and supporting the Responsible Energy Codes Alliance (RECA).

Before joining the Alliance, she worked at the American Gas Association (AGA) where she provided analytical and policy support on energy efficiency and low-carbon resources to strengthen the role of natural gas in sustainable energy. Sapna also led the Gas Energy Efficiency Roundtable series, facilitating information exchange between program administrators and natural gas utilities. Before AGA, Sapna served as a Science, Technology, and Policy Fellow at the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy. She worked with various entities, including cities, wastewater facilities, and K-12 school districts, to promote energy efficiency and resilience through DOE initiatives.

Sapna holds an M.S. in Energy Policy and Climate from Johns Hopkins University and a B.S. in Environmental Science and Technology from the University of Maryland.

Bridget Hachfeld

Bridget Hachfeld brings 16 years of K-12 and post-secondary experience to her role as the Alliance’s Associate Vice President of Education. She supports the education team in its implementation of programs that empower students to act as energy efficiency changemakers in their schools, homes, and larger communities.

Before joining the Alliance, Bridget was a school improvement specialist at the Kentucky Department of Education as well as a classroom teacher and educational consultant. She holds a bachelor’s degree in English as well as master’s degrees in Education and Women’s Studies.

Brittney Holt

Brittney Holt is a skilled educator and program manager who supports school districts and educators to implement the Empowered School Program and initiatives for energy efficiency education. Through her guidance, students are empowered to become advocates for environmental justice within their classrooms and communities.

Prior to joining Alliance Brittney spent over a decade in education teaching secondary Mathematics and coordinating AVID programs. Her track record includes designing effective training, coaching individuals, and driving organizational growth. She holds her Master's degree in Mathematics and is a Certified Scrum Master.

Tyra Metoyer

Vice President, Strategic Partnerships

Tyra Metoyer is Vice President of Strategic Partnerships at the Alliance to Save Energy, where she leads partnership strategy, stakeholder engagement, and revenue growth across ASE’s membership, education, and policy work. She brings nearly three decades of executive leadership in energy, higher education, technology, and the nonprofit sector, with a record of building coalitions across industries and party lines and supporting millions of dollars in fundraising and partnership development. Before ASE, she was chief operating officer of STEM NOLA and STEM Global Action, expanding STEM education and workforce pathways nationwide. A Louisiana native, she holds a B.J. in public relations from the University of Texas at Austin, an M.A. in community development from Prairie View A&M University, and is a doctoral candidate in higher education administration at Texas A&M University. She is a Senior Fellow and former board member of the American Leadership Forum–Gulf Coast, a member of Alpha Kappa Alpha Sorority, Inc., a founding board member of National Urban League Young Professionals, and a trustee of Mt. Rose Church of God in Christ.

Jason Reott

Jason Reott

Director of Policy

Jason Reott returned to the Alliance in March 2025 as Director of Policy, leading efforts to advance federal legislation that improves affordability, strengthens energy security, and enhances U.S. economic competitiveness through energy efficiency deployment.

Jason’s career with the Alliance spans roles from intern to legislative counsel, building deep expertise in policy and advocacy. After stepping away from the Beltway, he combined his passion for the water with leadership—delivering sailboats and managing crews to construct docks and on-the-water infrastructure for the world-renowned Annapolis Boat Shows.

Before first joining the Alliance as an intern in January 2017, Jason worked on energy issues and campaigns at the local, state, and federal levels. On Capitol Hill, he served as a Legislative Fellow for energy and environmental policy in the office of Senator Bernie Sanders (I-Vt.), supporting the senator’s work on the Energy & Natural Resources and Environment & Public Works Committees. Following his fellowship, Jason organized a clean energy and environmental justice campaign with the Virginia League of Conservation Voters in Richmond.

He has also served two consecutive two-year appointments advising the D.C. Department of Energy and Environment (DOEE) on state-level implementation of Weatherization Assistance Program (WAP) funding and was elected to the Board of Directors of the Vermont Law School Alumni Association. Jason earned a master’s degree in environmental law and policy and a certificate in energy law from Vermont Law School in 2015 and holds a bachelor’s degree in political science from the University of Pittsburgh.

He lives on Capitol Hill in Washington, D.C., and also owns a home alongside the New River Gorge National Park and Preserve in Fayette County, West Virginia, with his wife, Alicia Brown—formerly of the Senate Commerce Committee and NASA and now Executive Director of the Commercial Space Federation—and their two children, Hadley and Huck. Jason is proud of his family and their shared commitment to public service and innovation.

Joe Robinson

Senior Policy Analyst

Joe Robinson joined the Alliance to Save Energy in January of 2023. In his role as the Stakeholder Relations Associate, he serves as the primary liaison with key constituencies, including associate members, events and initiative sponsors.

Prior to joining the Alliance, Joe spent 3 years as the Supervisor of the Sterile Process Department at Lancaster General Hospital. He directed technicians and transporters to consistently meet departmental goals to provide safe, sterile instruments and supplies efficiently.

Joe graduated from Widener University in 2019 with a Bachelors degree in Psychology, and also maintains specialized certifications as a Certified Registered Central Service Technician (CRCST) and a Certified Healthcare Leader (CHL).

As an accomplished Executive Assistant, LaKeesha Wilson brings over 27 years of experience supporting senior leadership and managing high-level administrative operations. Prior to joining Alliance to Save Energy as the Administrative Executive, she served as Board Liaison and Executive Assistant at the National Apartment Association, coordinating governance activities, board engagement, and executive logistics.

Prior to that, LaKeesha held several leadership roles at the American Association of Blacks in Energy, including Director of Member Services and Executive Assistant, where she led national events, managed member engagement, and streamlined operations.

LaKeesha is highly skilled and is known for her ability to foster strong relationships, manage complex schedules, and drive operational efficiency.

She is a proud mother of two daughters, enjoys baking in her free time, and finds joy in creating sweet moments both in and out of the kitchen.

Tracey Woods

Tracey Woods

Vice President, Operations

Tracey Woods is an experienced leader in the energy sector. He is passionate about energy equity issues and the development and implementation of clean energy technologies to address the global climate crisis.

He is blessed to have had a career over four decades in operational, management, and leadership positions in major investor-owned utilities and energy policy non-profit work. Currently, Woods provides energy-related advisory services for a global clientele as President of ML Chizedek, LLC. (www.mlchizedek.com) The firm takes an “all of the above” approach to solving challenges for the clean energy transition.

Equally important, Woods mentors young men and women interested in energy careers and those actively scaling energy businesses. To that end, he serves as a Board Director on several non-profits in the clean energy and customer advocacy areas.

When not at work, Tracey’s hobbies include enjoying R&B and Jazz music, travel, reading, and spending time with his 4 grandchildren.
