The House Energy & Commerce (E&C) Committee is preparing to mark up its comprehensive energy bill that has so far benefited from an admirable commitment to bipartisanship on the part of Chairman Upton (R-Mich.) and Ranking Member Pallone (D-N.J.). However, an amendment will be offered that would severely inhibit the current process of establishing building energy codes and put the bill's bipartisanship in peril.
