Letter to Members of the House urging passage of Rural and Home Star Legislation

Dear Representative,

On behalf of the Alliance to Save Energy, I write to urge your support for the Rural Energy Savings Program Act of 2010 (H.R. 4785), with the inclusion of the Home Star Energy Efficiency Loan Program.

The upfront cost of energy-saving investments is one of the greatest barriers to their widespread implementation. By reducing this barrier, the Rural Energy Savings Program Act would help Americans across the country save money through home energy improvements. The two programs in the act would also provide loans that must be repaid, a responsible and common sense solution to jumpstart our economy.

The Home Star Energy Efficiency Loan Program would make loans to states to support energy efficiency financing in homes. The Rural Energy Savings Program would make loans to rural public utilities and electric cooperatives to support energy efficiency financing in their customers' homes.

The Rural Energy Savings Program Act is to be considered by the House on Thursday.  I strongly urge you to vote for the amendment in the nature of a substitute to H.R. 4785 and to oppose any amendments to remove the Home Star Energy Efficiency Loan Program from this important bill.
