Capacity building in the public and private sectors is critical for developing economies to sustain growth in energy efficiency investments and to improve performance capability. The Alliance helps build the capacity of local government agencies and organizations – through training and technical assistance in the development of policies and programs -- to ensure the sustainability of its international programs and long-term efficiency improvements in the country where we work.
The Alliance works at the national, state/provincial, and municipal levels internationally to provide expert recommendations to policymakers on policies and programs that promote energy efficiency. The Alliance also supports multilateral initiatives’ efforts to develop policy frameworks.
Through our Watergy program, the Alliance carries out projects in partnership with municipal utilities in Africa, South Asia, Eastern Europe, and Latin America to save energy and water in the water supply and treatment sector.

The Alliance has helped cities in South Africa bring down the cost of providing clean water to their residents.
CLIMATE CHANGE ADAPTATION AND MITIGATION IN LAKE VICTORIA BASIN
The Alliance and its partners carried out a climate change vulnerability project to increase access to affordable and safe water and sanitation services, while also providing Kenyan, Tanzanian, and Ugandan utilities with adaptation and operational strategies – including water and energy saving opportunities – to help them meet climate change challenges.
SOUTH AFRICA ENERGY EFFICIENCY STUDY TOUR
The Alliance helped plan and carry out a buildings technology study tour to the U.S. for South African business leaders and a workshop to promote energy efficiency in buildings in South Africa.
WATERGY IN ASIA
Watergy projects in India, the Philippines, and Sri Lanka have reduced energy used to provide water and wastewater services, while also educating water users about how they can reduce the amount of water consumed on a daily basis.
The Alliance to Save Energy researched and disseminated information related to energy efficiency in transportation, with a focus on Asian economies, and convened a workshop in Singapore to promote the role of increased efficiency to meet future transportation needs.
PEER REVIEW OF ENERGY EFFICIENCY LEGISLATION, POLICIES, AND PROGRAMS
Alliance staff have participated in pEER Review on Energy Efficiency (PREE) missions to Vietnam, Thailand, Chinese Taipei, the Philippines, Malaysia, and Brunei. During these missions the team of international experts meets with government and business leaders, reviews each economy’s energy efficiency legislation, policies, and programs, and then develops specific recommendations for improvement to present to key government ministers.
DESIGNING ENERGY EFFICIENCY POLICES IN KEY SECTORS
The APEC Cooperative Energy Efficiency Design for Sustainability (CEEDS) program is designed to help groups of developing economies design and implement energy efficiency measures in specific sectors. The Alliance has organized and participated in CEEDS workshops in Taipei, Tokyo, Bangkok, Hong Kong, and Singapore on the topics of energy-efficiency standards and labels, building codes, and efficient urban transport.
SUPPORTING CLEAN ENERGY IN VIETNAM
The Alliance leads the energy efficiency component of the USAID Vietnam Clean Energy Program. This program supports clean energy development, by promoting investments in clean energy technologies, piloting market incentive programs and energy management in buildings, and strengthening the technical capacity of local stakeholders.
PROMOTING ECO-CITIES WITH U.S. AND CHINESE LEADERS
The Alliance works with the U.S. Department of Energy on promoting the U.S.-China Eco-Cities Mayoral Exchange Program. This exchange program fosters the sharing of energy efficiency and renewable energy best practices and policies among Chinese and U.S. mayors, encourages collaboration and investment in low carbon development projects, advances the widespread adoption of clean energy technologies, and promotes new opportunities for economic development between both countries. The Alliance has led three mayoral exchanges since 2011.
COMMERCIALIZATION OF ENERGY EFFICIENCY IN INDIA
The USAID Energy Conservation and Commercialization in India (Eco-III) program aimed to enhance the commercial viability and performance of the Indian energy sector, and to promote utilization of clean and energy-efficient technologies in India. Under this program the Alliance supported the development and implementation of India’s Energy Conservation Building Code (ECBC) and helped design and carry out municipal energy efficiency activities and trainings.
MUNICIPAL ENERGY EFFICIENCY FINANCING IN INDIA
To build the capacity of municipalities and the local ESCO industry in India to develop, finance, and implement municipal energy efficiency projects, the Alliance -produced a manual that included step-by-step instructions and templates for preparing documents needed to identify an efficiency service provider and secure financing for projects. The manual was customized for the Indian context, but was designed to be adaptable for use worldwide.
BUNDLING ENERGY EFFICIENCY IN SMALL & MEDIUM ENTERPRISES IN INDIA
The Alliance worked with a cluster of five Indian rice mills to carry out investment-grade energy audits (IGAs), to identify financing mechanisms for energy efficiency upgrades, and to collectively hire an energy efficiency engineer to assist with energy efficiency improvements.
BUNDLING WATER AND STREET LIGHT EFFICIENCY ENERGY PERFORMANCE CONTRACTS IN INDIA
The Alliance implemented a project to improve the energy efficiency of water supply and street lighting systems in the Indian state of Tamil Nadu, and to increase confidence among stakeholders in the use of energy performance contracts (EPCs).;
ENERGY EFFICIENCY IN PAKISTAN
The Alliance worked with the “Empower Pakistan – Energy Efficiency and Capacity” project to promote a program of energy efficiency and conservation in the commercial, residential, and public sectors; and to build the capacity of government agencies involved in the electric energy power sector to design and implement integrated energy initiatives to sustain Pakistan’s growth. The Alliance developed a public information campaign strategy to increase consumer awareness of energy efficiency throughout the country.
STRUCTURED LEARNING PROGRAM FOR ENERGY EFFICIENCY IN PUBLIC BUILDINGS
The Alliance developed eight learning modules on the topic of energy efficiency in public buildings, with a focus on Southeast European countries. Topics included green building construction, energy management, procurement, financing, and operations and management of existing buildings.
MUNICIPAL NETWORK FOR ENERGY EFFICIENCY PROGRAM (MUNEE)
The program helped municipalities in 17 Eastern European countries introduce cost effective energy-efficiency measures that provided efficient heating in homes, schools, hospitals, and municipal buildings. The program employed four key strategies: policy reform, capacity building, private sector engagement, and public awareness and outreach.
CREATING ENERGY SECURITY AND INCREASING ECNOMIC GROWTH IN EASTERN EUROPE
Through the USAID Regional Energy Security And Market Development (RESMD/SYNENERGY) program, the Alliance helped create an enabling environment for private investment, improved energy security, and increased economic growth in Albania, Bosnia & Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia (FYROM), Moldova, Serbia, Montenegro, Georgia, and Ukraine.
REFORMING THE MUNICIPAL HEATING SECTOR IN UKRAINE
The Alliance worked with the Government of Ukraine and local governments to create a financially viable and sustainable municipal heating sector able to deliver quality services to the population, public institutions, and local industries.
INDUSTRIAL ENERGY EFFICIENCY IN UKRAINE
The Alliance supported the Ukraine-Industrial Energy Efficiency Initiative’s goal to reduce Ukraine’s dependence on natural gas by providing low-cost financing solutions to increase energy efficiency in medium and large-sized industrial energy consumers.
WATERGY IN THE AMERICAS
The Alliance has helped Mexico, Brazil, Costa Rica, Guyana, Panama, Suriname (as well as the Bahamas and Jamaica in the Caribbean) realize significant energy, water and monetary savings through technical and managerial changes in water supply systems.
PEER REVIEW OF ENERGY EFFICIENCY LEGISLATION, POLICIES AND PROGRAMS
Under the Peer Review for Energy Efficiency (PREE) program, groups of international experts travel to one economy to analyze its needs and capacity and to identify strategies for improving its energy efficiency policies and programs. Alliance staff participated in the PREE mission to Peru, and worked with Chile to adopt PREE recommendations into its national energy efficiency plan.
