Addressing transportation efficiency both reduces emissions and lessens U.S. dependence on foreign sources of oil.

Two-Fold Strategy Increases Efficiency

The transportation sector is responsible for about 27 percent of U.S. energy consumption and nearly one-third of U.S. carbon dioxide emissions, more than any other end-use sector. Its share of consumption and emissions has grown steadily in recent decades. The transportation industry doesn't only affect the environment. Most petroleum – the main U.S. transportation fuel – is imported, often from volatile regions of the world. Reducing transportation energy use would mitigate climate change and improve local air quality while enhancing our national security and lowering pressure on oil prices.

To reduce energy consumption from the transportation sector, we must address both vehicle fuel efficiency (the energy consumed per mile driven) and fuel conservation (reducing the number of miles driven). Models by the U.S. Department of Energy and environmental think tanks suggest that without policies to address both issues, transportation emissions will continue to rise, making it more difficult for the U.S. to achieve meaningful reductions in carbon emissions.

Policy and Research Program

The Policy Team promotes energy efficiency in climate and energy policy at the state and local levels. It does this by creating and analyzing language and informing the debate on Capitol Hill to ensure the creation of effective energy policy.

Overview: 

Highly regarded for its knowledge of energy efficiency policy and program design, the Alliance Policy Team is often called upon to conceive and define effective public policy and programs related to energy efficiency, and analyze energy and environmental legislation under consideration by policymakers.

When necessary, the team enlists the expertise of staff from other Alliance programmatic teams. In addition, the Policy Team often calls on Alliance Associates to share their perspectives, as the view from within industry can illuminate fresh aspects of the energy efficiency debate. By sharing these ideas and analyses with policymakers and others, the Alliance Policy Team informs the debate on Capitol Hill and ensures the creation of effective, long-term energy policies.

Communications Program

Through online outreach, strong media ties and consumer campaigns, the Alliance informs consumers, policymakers and business leaders about the importance of energy efficiency.

Overview: 

The team's extensive media reach and reliable reputation helps put the energy efficiency message into wide circulation to inform audiences through a variety of news media, including newspapers, magazines, television and radio stations. And through public service announcements, social media and grassroots efforts, the Communications team mobilizes consumers through national energy efficiency campaigns. 

The team also runs the Living Efficiently website, a resource for consumers to save money and energy through energy efficiency.

Lugar’s Practical Energy and Climate Plan Act of 2010 (S. 3464)

On June 9, 2010, Senator Lugar (R-Ind.) introduced the Practical Energy and Climate Plan Act of 2010, which ClimateWorks estimates will reduce U.S. energy consumption by 11 percent in 2030. At this legislation’s core are several energy efficiency provisions targeting energy reductions across several sectors: vehicles, buildings, industry and electric utilities. These provisions help to achieve the bill’s energy and climate goals with minimum impact on the national economy; in fact, many would return money directly to consumers through household energy savings.

On May 24, 2010, Senators Jeff Bingaman (D-N.M), Mark Pryor (D-Ark.), Scott Brown (R-Mass.) and Blanche Lincoln (D-Ark.)introduced the Supply Star Act (S. 3396) to the Senate Energy and Natural Resources Committee. The bipartisan bill would seek to improve energy efficiency in the supply chain.

Washington, D.C., June 9, 2010 – A new energy bill introduced by Sen. Richard Lugar (R-Ind) wisely uses energy efficiency as the core of its provisions, the Alliance to Save Energy said today.

The Lugar Practical Energy and Climate Plan focuses on money-saving efficiency policies designed to create long-term energy savings for cars and trucks, new buildings and appliances, existing homes and commercial buildings and industry.
