Sound policy can break down barriers to energy efficiency at the local, state, regional and national levels. The Alliance promotes energy efficiency policies that are meaningful, politically viable and implementable.

Critical to the Solution

Barriers to energy efficiency — including the need for upfront capital investment, lack of consumer awareness and highly-subsidized prices for fossil fuels — often prevent even the "low-hanging fruit" from being picked. Fortunately, sound energy policy can break through these barriers and transform market conditions to create an energy-efficient nation.

Realizing energy efficiency's greatest potential is key component of the Alliance's mission and effective policy is a critical part of the solution. To achieve this goal, the Alliance Policy Team, which includes a research group and a government relations group, focuses on three main tasks:

  • Policy formulation and analysis;
  • Policy advocacy; and
  • Education of policymakers, consumers and the media.

Transportation Reauthorization Approved

  • After months of intense negotiations, on June 29th Congress cleared a bill (H.R. 4348) that will ensure funding for highway and mass transit projects for the next 27 months.
  • The measure has been presented to President Barack Obama for his expected signature into law.
  • Policymakers acted a day before the existing programs were due to expire.

Comments to EPA on Proposed Rule for GHG Emissions for New Stationary Sources (NSPS)

The EPA recently proposed a rule on greenhouse gas emissions performance standards – specifically regarding electric utility generating units. Our response provides recommendations that seek to improve criteria and guidelines for the rule.

The Alliance to Save Energy submitted comments to the Environmental Protection Agency on its proposed New Source Performance Standard (NSPS) that would impose carbon dioxide limits on certain new fossil fueled utility electric generating units.

Washington, D.C.: Energy-Efficient Building Policy

Washington, D.C. released its first comprehensive sustainability plan, "A Vision for a Sustainable D.C.," in April 2012. D.C. stepped ahead of the curve first in 2006 with the Green Building Act which required all buildings built in the district to be LEED certified; then in 2008, D.C. passed both the Clean and Affordable Energy Act (CAEA) which requires benchmarking for all commercial buildings, and the 2008 D.C. Construction Codes which made D.C.’s building codes one of the most advanced green codes in the country by creating a standard requiring building to be 20% more efficient than previous city codes.
