Sound policy can break down barriers to energy efficiency at the local, state, regional and national levels. The Alliance promotes energy efficiency policies that are meaningful, politically viable and implementable.

Critical to the Solution

Barriers to energy efficiency — including the need for upfront capital investment, lack of consumer awareness and highly-subsidized prices for fossil fuels — often prevent even the "low-hanging fruit" from being picked. Fortunately, sound energy policy can break through these barriers and transform market conditions to create an energy-efficient nation.

Realizing energy efficiency's greatest potential is key component of the Alliance's mission and effective policy is a critical part of the solution. To achieve this goal, the Alliance Policy Team, which includes a research group and a government relations group, focuses on three main tasks:

  • Policy formulation and analysis;
  • Policy advocacy; and
  • Education of policymakers, consumers and the media.

Senate Action: S. 1637 passed the Senate on 5/11/04 by a vote of 92 to 5. The energy tax package had been included in this corporate tax bill in a substitute amendment, S. Amdt. 3011, adopted by unanimous consent on the floor. An attempt to strike the energy tax package failed by a vote of 13 to 85.

House Action: The House bill, H.R. 4520, does not contain the energy tax package. It passed the House on 6/17/04.

Energy-, Money-Saving Program Could Get New Lease on Life Thanks to Senate Action, Says Alliance to Save Energy

A bipartisan amendment extending Energy Savings Performance Contracts (ESPC) through October 2005 will save the federal government precious tax dollars and make federal agencies more energy efficient, says the Alliance to Save Energy.  Under an ESPC, an energy services company privately finances projects that increase the energy efficiency of a federal facility – with no up-front costs to the government agency.  The company is paid back in the resulting energy savings – saving millions of tax dollars each year.  Read a Washington Post editorial: <a href="http://www.washingtonpost.com/wp-dyn/articles/A6954-2004Jun25.html">"Silver Lining"</a>.

Washington, D.C., June 24, 2004 – A bipartisan amendment extending Energy Savings Performance Contracts (ESPC) through October 2005 will save the federal government precious tax dollars and make federal agencies more energy efficient, the Alliance to Save Energy said today. According to Sen. Jeff Bingaman (D-NM), the popular and innovative ESPC program is the premier tool for promoting energy efficiency within the federal government, and when the program lapsed last October, it halted more than $300 million in projects nationwide.
