Sound policy can break down barriers to energy efficiency at the local, state, regional and national levels. The Alliance promotes energy efficiency policies that are meaningful, politically viable and implementable.

Critical to the Solution

Barriers to energy efficiency — including the need for upfront capital investment, lack of consumer awareness and highly-subsidized prices for fossil fuels — often prevent even the "low-hanging fruit" from being picked. Fortunately, sound energy policy can break through these barriers and transform market conditions to create an energy-efficient nation.

Realizing energy efficiency's greatest potential is key component of the Alliance's mission and effective policy is a critical part of the solution. To achieve this goal, the Alliance Policy Team, which includes a research group and a government relations group, focuses on three main tasks:

  • Policy formulation and analysis;
  • Policy advocacy; and
  • Education of policymakers, consumers and the media.

The Energy Policy Act of 2005 requires agencies to purchase energy-efficient products.  Government shopping websites are likewise required to list only energy-efficient products.  A Review of Federal Agency Compliance with Energy-Efficient Procurement Laws, a new report from the Alliance to Save Energy, suggests that government agency compliance rates with these requirements remain extremely low.  The report offers several recommendations to help federal agencies meet these requirements, which, if followed, would save hundreds of millions of dollars annually

House Bill 670, signed into law by Georgia Governor Sonny Perdue (R), creates a clean energy tax credit that’s $2.5 million each year for five years, to be used as income tax incentives for solar, wind, geothermal, and energy efficient buildings in both the commercial and residential sectors.

The Alliance to Save Energy today commended the House Ways and Means Committee for reporting a package of extensions for renewable and energy efficiency tax incentives, and urged the House leadership to follow through on its commitment, voiced last week by Majority Leader Steny Hoyer, that the House will vote on expired renewable-energy and energy efficiency tax incentives before Memorial Day.
