New market drivers are rapidly expanding the market for energy-efficient goods and services in developing and transitional countries. Though a number of barriers still remain, the energy efficiency market in developing and transitional countries is more robust and vibrant than it was when the Alliance was founded in 1977.

Energy efficiency provides the international community with powerful, cost-effective means to a sustainable future. Energy efficiency can reduce fuel costs, contribute to job growth and improve the lives of consumers worldwide, all while reducing environmental damage.

The Alliance works to achieve energy efficiency throughout the world through programs like Watergy, as well as sister organizations like the European Alliance to Save Energy and the Australian Alliance to Save Energy.

The economic transition in the post-Soviet economies necessitates a gradual (or sometimes abrupt) ending of the heavily subsidized utility prices from the Soviet era. However, many policymakers have been reluctant to raise heating and water tariffs to cost-recovery levels due to concerns that consumers will not be able to pay increased prices. The continuation of untargeted resource subsidies perpetuates unsustainable consumption patterns and hinders any real potential for providing more effective aid to households truly in need.

The Alliance to Save Energy Endorses the Regional Review of Urban Heating Policies, Reform and Restructuring Experiences and Recommendations for Europe and Eurasia

The transition from planned to market-based economies has saddled countries in the region with failing, oversized district heating systems, making the provision of heat a huge financial burden on society. The Alliance with USAID support and selected experts has defined, analyzed and present an integrated, comprehensive assessment of urban heating sector condition, policies and programs in the Europe & Eurasia (E&E) region in their report, "Regional Urban Heating Policy Assessment."

The transition from planned to market-based economies has saddled countries in the region with failing, oversized district heating systems, making the provision of heat a huge financial burden on society. The heating sector is the largest single user of fossil fuels in Europe and Eurasia, consuming as much as 45 percent of the total energy used in some countries, along with billions of dollars each year in emergency repairs to poorly-maintained systems.
