In November 1998, the Alliance published the landmark report, Leading By Example: Improving Energy Productivity in Federal Government Facilities, which discussed many of the current issues and problems related to federal energy management and outlined a series of recommendations from the FEP Task Force for improving federal energy management.
The report was funded by the U.S. Department of Energy’s (DOE) Federal Energy Management Program (FEMP), the Honeywell Foundation, and corporate supporters of the Alliance.
Leading By Example was a follow-up to the Alliance's initial 1991 study Federal Energy Management: Squandering Taxpayers Money and Needlessly Polluting the Environment.
As a direct result of Leading By Example, President Clinton issued Executive Order (E.O.) 13123. This E.O. set stringent goals for the federal government agencies to cut energy use and--for the first time--greenhouse gas emissions. Nearly a year after E.O. 13123 was released, the White House produced The Greening of the White House on Earth Day 2000, containing an update of efficiency measures taken within the White House complex, as well as a brief overview of the progress of the federal agencies towards the goals of E.O. 13123.
Since President George W. Bush's Administration took over, Federal energy issues have continued to be prominent. In response to the threat of power shortages in California and other regions of the country in the summer of 2001, President Bush issued a Presidential Directive on Energy Conservation at Federal Facilities. This was followed by E.O. 13221, which set a one-watt standard for the stand-by mode for power-using devices in federal facilities. And last August, EPAct--the first comprehensive national energy bill passed since 1992--contained several provisions targeting energy consumption in the federal government.

Since 1995, the Federal Energy Productivity Task Force, comprised of representatives of the Alliance's more than 125 Associates, has monitored the performance of federal-energy saving efforts. The Task Force (chaired by Jared Blum of Polyisocyanurate Insulation Manufacturers Association) works to encourage federal agencies to fully implement energy saving goals spelled out in executive orders and legislation, most recently the various energy-saving provisions found in the Energy Policy Act of 2005 (EPAct).
