As the world's largest country, Russia's 89 oblasts (regions) span a vast territory. Exchange of information among government leaders -- especially in municipalities -- can be hindered by lack of time and financial resources. Many good examples of energy efficiency do exist in Russia, and municipalities could be saving precious money if they had access to these success stories.
