Energy intensity in Romania (actual energy use per unit of GDP) is among the highest in Central and Eastern Europe. Improved energy management could support economic growth in Romania, mitigate pollution, and enable resources for more productive use. To promote efficient use of energy on the local level, Romanian city managers must have better knowledge about the benefits of energy efficiency and the technicalities of project implementation.
