State and Local Energy Efficiency Policy Resources
States and localities are leading the way in energy efficiency policies and programs. With so much activity at the state and local level, it can be difficult to keep up with innovative policies and key developments. This page serves as a compilation of various Alliance as well as outside resources that can help provide a more in-depth look at state-level activity.
Alliance Resources
- Code Status, from the Building Codes Assistance Project (BCAP), provides an overview of where individual states stand in adopting residential and commercial building codes standards.
- Energy Efficiency Resource Standard Factsheet provides a map illustrating states that currently have EERS policies in place and gives examples of several state EERS programs.
- Property Assessed Clean Energy Factsheet provides a map illustrating which states have enacted legislation that enables PACE type financing programs and gives an overview of PACE.
- Utility Decoupling Mechanisms Factsheet provides a map illustrating which states have adopted utility decoupling mechanisms and gives an overview of utility decoupling.
- Cities Use Local Policy to Make Buildings More Efficient provides city case studies on policies making local buildings more energy-efficient.
Additional Resources
For a more in-depth look at a variety of state energy policies, the Alliance recommends several other resources:
- State Energy Efficiency Policy Database, from ACEEE, provides state by state summaries of overall efficiency policies, including all relevant legislation and programs.
- Energy and Environment Legislation Tracking Database, from the National Conference of State Legislatures, allows search by policy areas, states, or specific bill names, and includes a variety of environmental policy areas.
- Appliance Standards Awareness Project compiles the status of current state standards as well as historical state standards.
- Commercial Energy Policy Factsheets highlights successful local policies and programs that provide energy savings in the commercial sector.
- U.S. Building Rating and Disclosure Policy Map, from IMT, provides an overview of which states and localities have implemented benchmarking and disclosure polices.
- Center for Climate Solutions State and Regional Policy gives an overview of state and regional climate action.
- 2010 Green Building Criteria in Low Income Housing Tax Credit Programs prepared by Global Green USA describes the use of green building criteria by states in Qualified Allocation Plans (QAPs) used to guide distribution of federal Low-Income Housing Tax Credits (LIHTC).
- A Resource Guide for Policymakers, from the Midwest Energy Efficiency Alliance (MEEA), provides a snapshot of energy efficiency policies and programs across the Midwest and identifies examples that could be adopted in other jurisdictions.
The Department of Energy (DOE) also maintains a number of state databases:
- Database of State Incentives for Renewables & Efficiency (DSIRE) logs incentives, rules, regulations, and programs pertaining to efficiency and renewable energy.
- Alternative Fuels & Advanced Vehicles Data Center provides a similar resource covering fuel and vehicle policies.
- State Energy Codes Database, from the Building Energy Codes Program, compiles the status of state building codes.
