State tax policies that promote energy efficiency typically reduce income, property or sales tax liabilities. Energy efficiency tax policies generally act as an incentive for taxpayers to adopt more energy-efficient practices or technologies than laws, regulations or standards require; many of them use existing building codes or appliance standards as a baseline and give a monetary incentive for beating that code or standard.
The brief is the eighth in a series entitled Energy Efficiency State Policies, developed by Matthew Brown, a partner with Harcourt Brown LLC. Harcourt Brown LLC is a consulting firm with a specialty in financing for clean energy and environmental strategy.
