Appliance efficiency standards mandate that electronics and other energy-using products obtain a certain level of energy efficiency. The history of appliance standards in the United States reflects a back-and-forth dynamic between states and the federal government. This paper explores the state role in adopting and enforcing appliance standards; describes the experience of California, a state at the forefront of the subject; and explores some of the issues surrounding appliance efficiency standards.
