A small number of states run outreach campaigns to promote energy efficiency. An energy efficiency out¬reach campaign often focuses on promoting energy conservation behavior in addition to promoting the purchase of energy efficient technologies like lighting or appliances. This report surveys state outreach program. It recounts state’ successes and challenges in implementing programs, reviews state estimates of program effects, and presents best practices.

The brief is the fifth in a series entitled Energy Efficiency State Policies, developed by Matthew Brown, a partner with ConoverBrown LLC. ConoverBrown LLC provides state officials and those who track and analyze state legislation with a concise review of various states’ experiences with energy efficiency programs, and evaluations of the policy options available to promote energy efficiency.
