Efficiency Loan programs help finance window upgrades and other improvements

January 23, 2009 – The Alliance is pleased to release the second in its series of policy briefs on energy efficiency at the state level. The new brief, entitled State Energy Efficiency Loan Programs, focuses on loan programs in 30 states that are currently providing low- to no-interest rate loans to finance energy efficiency improvements – from energy-efficient windows to replacement HVAC systems – in the residential, business and public sectors.

Offering a survey of states loan programs, this brief is an essential read for those seeking an analysis of ideal application of energy efficiency loans, complementary and alternative policies, and factors influencing effectiveness of these programs.

The brief is part of a series entitled Energy Efficiency State Policies, developed by the Alliance together with Matthew Brown, President of InterEnergy Solutions of Denver, Colorado. It provides state officials and those who track and analyze state legislation with an evaluation of energy efficiency programs and policy options.
