The Alliance Commission on National Energy Efficiency Policy ( the Commission) brings together leaders in energy and environmental policy from the business, government, academic, and nonprofit sectors to identify and reach consensus on a set of public policies that, when enacted at the U.S. federal level, would have the potential to make the United States one of the world’s most energy-efficient economies by doubling the productivity of every unit of energy between now and 2030. The consensus set of national policies would create a vision and framework for an innovative, energy-efficient future by driving the deployment of energy efficiency in all sectors of the U.S. economy that can be embraced by policy makers regardless of party.
Leadership & Membership
Launched in the first quarter of 2012, the Commission is co-chaired by Senator Mark Warner (D-Va.) and National Grid US President Tom King. Members hail primarily from the Alliance’s Board of Directors and represent a balance between political perspectives; diversity of gender, ethnicity, and professional discipline; and key economic sectors. This diversity is intended to guarantee that its national policy, program, and investment recommendations are fully vetted, non-biased, and have the greatest credibility possible among the key audiences of interest: policy and decision makers.

International Advisory Council and Technical Advisors
To ensure that the Commission receives counsel on effective public policy that could be adapted to the U.S. federal level, the Alliance chartered and created an International Advisory Council of key leaders representing top energy efficiency economies like Germany, Japan, and the United Kingdom. The International Advisory Council aims to bring forward ideas and information on public policies and regulations that could be adapted to the U.S. federal level and have a significant impact in lowering energy demand. Additionally, the Commission is aided by a few subject matter experts to provide input on new technologies, market trends, and key challenges facing sectors of the economy (buildings, utilities, manufacturers, finance, and transportation).

The Alliance to Save Energy
The Commission is the latest effort of the Alliance to Save Energy. The Alliance celebrated its 35th anniversary as the premier nonprofit organization focused on advancing energy efficiency worldwide and driving energy efficiency across the U.S. economy. Since its inception, the U.S. has realized a gain in efficiencies across the economy equivalent to about 50 quadrillion Btu, or roughly ½ of the energy it consumes annually. Notwithstanding this impressive progress, the potential to deploy energy efficiency to improve the economy, create jobs, and secure the nation is enormous. McKinsey Global Institute estimates the U.S. could save $1.2 trillion between now and 2020 by deploying energy efficiency products and practices already in widespread use. Realizing this potential requires the development of a new and aggressive portfolio of federal policies that can attract widespread bipartisan support.
