Alliance to Save Energy’s Combined Research, Policy Team To Strengthen Organization’s Impact on Climate Change
Alliance Announces Key Staff Appointments
Washington, D.C., December 4, 2007 – With its new Policy and Research Team, the Alliance to Save Energy will undertake policy analysis and advocacy to support and promote the immediate, cost-effective potential for energy efficiency to reduce greenhouse gas emissions. The reorganization combines and expands the staff of two formerly separate teams to leverage the expertise of Alliance staff in two key areas – energy-efficiency policy research and analysis and government relations.
Joe Loper, who has more than 16 years of experience with the Alliance in energy-efficiency research and advocacy, has been named to the newly created position of vice president of policy and research. He will oversee the work of the new team in promoting energy efficiency through policy research and analysis, writing and speaking, media outreach, grassroots mobilization, and coalition building. Loper co-authored a chapter of the 2005 Presidential Climate Change Action Project Report, which includes recommendations for reducing the federal government’s carbon footprint by 80 percent from 1990 levels by 2050. He holds an M.S. in Economics from Rensselaer Polytechnic Institute.
Lowell Ungar, who has been a policy analyst and lobbyist at the Alliance since September 2003, will now serve as director of policy. He previously worked on Capitol Hill for five years, beginning as a congressional science fellow with Rep. Edward J. Markey (D-Mass.) and later serving as a legislative aide to Sen. Tom Harkin (D-Iowa). He holds a Ph.D. in Physical Chemistry from the University of Chicago.
Brad Penney has been named to a new Alliance position, director of government relations. He previously worked for the U.S. House Science Committee and as counsel to former U.S. Sen. Claiborne Pell (D-R.I.) and to the Senate Committee on Foreign Relations. Since leaving Capitol Hill, Penney has practiced law in Washington, D.C., and operated his own government relations practice, most recently serving as a registered lobbyist for the University of Massachusetts/Amherst Campus. Penney graduated magna cum laude with honors from Brown University and holds a J.D. degree from the Cornell University Law School.
Clayton Crownover has also joined the Alliance Team as policy manager. He previously worked as a legislative assistant to Rep. Nick J. Rahall (D-W.Va.) and as a legislative correspondent for Sen. John D. Rockefeller IV (D-W.Va.). Crownover holds a B.A. in Political Science from Auburn University.
This year the Alliance to Save Energy is marking the 30th anniversary since its founding in 1977 by Sens. Charles Percy (R-Ill.) and Hubert Humphrey (D-Minn.).
