As the Director of Government Relations, Rob Mosher possess nearly 15 years of public policy experience, including almost a decade of service on Capitol Hill. Rob acts as the primary advocate for the Alliance to Save Energy before Congress and the federal government to advance energy efficiency initiatives and improve product and equipment standards. Additionally, he aids in cultivating and leading coalitions of industrial, technological and energy businesses, environmental organizations, consumer groups and other stakeholders that are concerned about energy efficiency.

Prior to joining the Alliance, Rob was Legislative Director for Representative Doris Matsui, where he managed the Congresswoman’s current positions on the House Energy and Commerce Committee. He also served as Matsui’s principal advisor on energy, environmental, transportation, appropriations, civil works, water and labor issues. In this capacity, Rob was instrumental in the effort to enact bipartisan legislation that established national standards for formaldehyde in domestic and imported composite wood products.

Previously, he was Legislative Director for Representative Steve Kagen. There Rob acted as the Member’s liaison for the House Transportation and Infrastructure Committee, and was the lead staffer on transportation, tax, appropriations, banking, housing and health care issues. The portfolio of legislation on which he worked that was passed into law included a bipartisan provision in the American Recovery and Reinvestment Act that reduced the tax liability on some assets for small and family-owned businesses, and the bicameral endeavor to reinstate erroneously removed residency slots from medical centers of the University of Wisconsin.

Before returning to Capitol Hill, Rob ran the government affairs department for the U.S.-Armenia Public Affairs Committee (USAPAC), where he formulated and directed the congressional activities and legislative priorities of the organization. He partnered with Armenian-American activists to work with Congress and the Administration on matters related to foreign and technical assistance, defense, energy and others of importance to the Armenian-American community.

Rob began his professional career as a Legislative Correspondent for Senator John Glenn, and then spent the next four years working as a Legislative Assistant for Representatives Bob Wise and James Langevin, where he advised the Members on energy, environmental, banking, tax, telecommunications and housing issues.

He is a native of Ann Arbor, MI, and has a masters of public policy and administration from Baylor University and a bachelor of arts in political science from Miami University (OH).
