Brad Penney, J.D., Director of Government Relations – As the chief spokesman for the Alliance on Capitol Hill since 2007, Brad advocates for effective energy efficiency and climate change legislation as well as for increased funding for the implementation of energy efficiency programs and product and equipment standards. He also helps to build and lead advocacy coalitions consisting of industrial, utilities, trade associations and other partner organizations interested in energy efficiency legislation and funding. Since joining the Alliance, Brad has been involved in the Energy Independence and Security Act of 2007, the American Recovery and Reinvestment Act of 2009, and numerous other bills pertaining to energy efficiency.

Brad previously worked for twelve years on Capitol Hill as a Legislative Assistant and a Legislative Counsel for Senator Claiborne Pell (D.R.I.); Counsel to the U.S. Senate Committee on Foreign Relations; and Counsel to the House Committee on Science, Space & Technology (now called the Science Committee). He was instrumental in the drafting, negotiation and enactment of a number of important bills including the Senate ratification of the Convention on the Prevention and Punishment of the Crime of Genocide; legislation providing increased funding for improvements to rail service in the Northeast Corridor; and legislation authorizing the National Science Foundation to make grants to community colleges.

Brad graduated magna cum laude from Brown University and holds a J.D. degree from Cornell Law School.
