EE Noon is a regular series of brown-bag lunch seminars in which industry leaders share their expertise about energy efficiency. The seminars feature short presentations followed by a question and answer session.
The impact of the credit markets on pricing energy efficiency transactions, as well as the financing structures, issues, and, challenges affecting these transactions – including the application of stimulus funds, will provide a central focus to his presentation.
While the enactment of federal mandates and the increases in federal direct spending programs are also important, we have seen a virtual explosion of tax production incentives, investment incentives, special depreciation rules, and other adjustments aimed at enticing taxpayers to alter their behavior. Now, as the Congress prepares to consider significant and far-reaching electricity, fuel and emissions legislation, the question as to the appropriate role for tax provisions, and the possible interaction of tax incentives and federal mandates, is more timely than ever.

Peter Flynn
Mr. Flynn is a principal with Bostonia Partners LLC, a financial services and investment banking firm which concentrates principally on structuring innovative financing solutions for introduction into the capital markets, as well as providing independent financial advisory services to both the public and private sectors. Mr. Flynn focuses on working with energy services companies, corporate and real estate clients to bring their transactions into the capital markets.
Since 1999, Mr. Flynn and Bostonia have financed over $850 million in federal, municipal and commercial energy efficiency and renewable energy projects. Mr. Flynn was lead banker on the largest-ever Federal energy savings project, a $102 million project for the US Navy. In addition, Bostonia has been involved with over $3 billion of various federal government and other contract securitizations. Bostonia also has a significant sales and trading operation through its broker/dealer affiliate Bostonia Global Securities LLC.
Tim Urban
Mr. Urban focuses on tax and budget issues, trade matters, and health care issues. He leads Washington Council’s energy practice and has represented a variety of clients on energy issues including tax credits for electricity from renewable resources, investment incentives for purchases of solar energy property, production tax credits for biodiesel, and proposed incentives for investment and production associated with Cellulosic Biomass Ethanol. He has played a key role in developing renewable energy tax policy and working with Congress and the Administration to enact energy legislation. He frequently speaks on energy policy issues.
