A collaboration between Forum Europe and Bellona Europa, and supported by the CCSA, ZEP and E3G, the 2011 Brussels CCS summit will seek to identify and explore in detail what can be done to clarify and progress the demonstration of CCS, focusing particularly on the issues of finance and regulation. The conference will pose the key question: will the technology be ready in Europe for 2020?

Issues to be explored include:
NER300 and the ETS
What will be the implications for CCS if the NER300 is auctioned later than 2013, particularly given the current low prices for ETS allowances? Given the considerable difficulties facing European economies and the requirement for co-financing, will NER300 contracts materialise in all cases? What role should the EIB play and is there an argument for NER funds to be released early with a claw back mechanism for the EIB at a later date? Can the market be relied upon and are adequate signals being provided by the EU and member states?
EU and member state policy tools - striking the right balance
Could levies on electricity companies play a role and what would be the impact upon consumers? Could a carbon tax help fund CCS deployment and how could this be structured? Should the Industrial Emissions Directive have excluded CO2 standards and will member states take the initiative and set their own more stringent national requirements?
Global CCS development - the current state of play
Where does Europe stand following Cop13, and what policy options are available? What progress is the development of CCS making globally? Can lessons be learnt from both international and regional case studies? What avenues are available for ensuring confidence in the process of knowledge sharing?
