The Alliance, in consortium with the International Resources Group (IRG), has been awarded a three-year contract by USAID/Pakistan Mission for the Empower Pakistan – Energy Efficiency and Capacity (EP-EEC) Project.
The goal of the EPEEC project is to improve power availability, affordability, conservation and efficiency to sustain Pakistan’s economic growth. Its priorities are to promote a program of energy efficiency and conservation in the commercial, residential, and public sector; and to build the capacity of government agencies involved in the electric energy power sector to design and implement integrated energy initiatives to sustain Pakistan’s growth.
This very timely initiative will address the energy supply shortfall in Pakistan of approximately 4,000 MW, while also enabling the continued growth of Pakistan’s economy. Recurring power shortages have made energy conservation increasingly important to the government. Energy conservation efforts are expanding in Pakistan: there has been recent promotion of energy audits for commercial enterprises, as well as consumer awareness of efficiency in household appliances, low-energy applications in new building construction, and a renewed concern for the high power losses occurring in the last mile between transformer and household connection. Some estimates indicate that 1,500MW per year could be saved with an effective national campaign.
The Alliance, in collaboration with other IRG subcontractors, will apply its expertise to implement the following project components:
- Energy Service Companies (ESCOs): The Alliance will help developing partnerships and implement activities to support ESCOs. The project will also assist in establishing a related industry association in Pakistan.
- Green Buildings: The Alliance will assist IRG, Pakistan’s National Energy Conservation Center, and the other project partners (including Econoler International, Steven Winter Associates, and Winrock International) to incorporate the concept of green buildings in Pakistani architecture and construction and to develop related training programs.
- Appliance Rating: The Alliance will work with IRG and the Engineering Development Board to develop and introduce an ENERGY STAR-like rating for domestic appliances and industrial machinery. This includes carrying out consumer education to support the labeling program, and developing complementary policies to promote purchasing of the labeled products by public institutions.
- Public Information Campaign: The Alliance will also help Pakistani partners to design and implement education, awareness and outreach activities related to energy efficiency and conservation.
