The Alliance to Save Energy, in collaboration with the International Resources Group (IRG), will be implementing a new program called Ukraine Municipal Heating Reform Program, which was recently awarded to IRG by the U.S. Agency for International Development (USAID). This three-year program will assist the Government of Ukraine and local governments to create a financially viable and sustainable municipal heating sector able to deliver quality services to the population, public institutions and local industries.
The project will focus on these key areas:
- Strengthening the legal, regulatory, and institutional framework to improve heating services to customers;
- Improving tariff regulation and methodology;
- Educating the public and government officials on these matters;
- Enhancing the capacity of municipalities to plan, manage and fund the development of the heating systems; and,
- Improving energy efficiency in residential and municipal buildings.
This is not the Alliance's first venture in Ukraine. Previously, the joint IRG-ASE Team implemented another large scale USAID project in Ukraine titled Ukraine Industrial Energy Efficiency Initiative. This successful two-year program addressed energy efficiency improvements in at least 15 industrial plants, working in conjunction with low-cost financing from international financial institutions, export-import banks, credit agencies and other private sector financial vehicles.
