On June 3rd, Brian Castelli sat on a distinguished panel of energy leaders at the Mid-Atlantic Conference of Regulatory Utility Commissioners (MACRUC) annual conference. The plenary session panel was entitled “Climate Change” and addressed the many challenges the utilities, regulators, and financial communities will face as they respond to limits on carbon dioxide emissions. Each panelist’s opening remarks replied to a series of questions, such as “What should be the appropriate public policy at both federal and state levels for dealing with climate change?” and “How should policy makers balance the needs of consumers and industry in their policy decisions?” The panel proved very informative to the audience of executives in the utility, financial and regulatory industries. The other panel members included James H. DeGraffenreidt, Jr., Chairman and CEO, Washington Gas Light Company (former Co-Chair of the Alliance to Save Energy), Sonny Popowsky, Consumer Advocate, State of Pennsylvania, Nicholas DeBenedictis, Chairman, CEO and President of Aqua America, and Thomas F. Farrell, II, Chairman, President and CEO, Dominion Power. The panel was moderated by The Hon. Judge Mark Christie of Virginia. On June 5th, Brian also served on a panel at the Wharton Club of Washington, DC’s “Green Business Summit; Adapt – Innovate – Transform”. Brian’s discussion on “Advancing Energy Efficiency in U.S. Buildings” began with a detailed look at energy efficiency’s role in the energy sector overall, then focused in on the buildings sector, and ended with a look at financing options and opportunities in both the state, federal and private sectors. His presentation provided a good segue into the other panelists discussions on financial incentives for green capital projects. C. Baird Brown, Partner, Ballard Spahr Andrews & Ingersoll, LLP, Matt Ferguson, Principal, The Reznick Group, PC and Michael Italiano, and President and CEO of Capital Markets Partnership rounded out the panel and provided key information regarding financing for clean energy projects. |
