Appliance Standards

Currently, there are no energy efficiency appliance standards in Washington, D.C.

 

Public Benefits Fund

In March of 2005, the District of Columbia appropriated $20 million for two-year energy-efficiency, renewable and low-income energy programs.  The programs are funded by the Reliable Energy Trust Fund, a public benefits fund that is funded by a surcharge on residential PEPCO bills.  The surcharge is equal to $.0001 per kWh, or about 50 cents per month per consumer.  The Trust Fund already supported the Residential Aid Discount program and a weatherization program.  Beyond LIHEAP weatherization programs, energy-efficiency education programs will also be funded.

Transportation Initiatives

The Department of Public Works uses a Congestion Mitigation Air Quality grant to assist in the purchase of alternative fuel vehicles.

Hybrid vehicles are exempt from the excise tax, and registration fees are reduced by 50 percent.

LR 554 passed emergency legislation on 12/5/05 to allow the Washington, DC tax and registration fee incentives for the purchase of low-emissions vehicles to continue beyond January 1, 2006.

Energy Efficiency Tax Incentives

A bill signed in February 2006 creates an income tax credit equal to varying percentages of energy conservation-related expenses.

Carbon Cap & Trade

Washington D.C. is observing, though not participating in, the Regional Greenhouse Gas Initiative (RGGI), a cap & trade program between nine northeastern states.  RGGI is designed to reduce greenhouse gases and slow climate change.

Energy-Efficiency Funds

Currently, there are no energy-efficiency funds available in the District of Columbia.

 

Building Codes

Residential:  The 2000 IECC is mandatory.

Commercial:  ASHRAE 90.1-1999 is mandatory.
