An unlikely coalition of U.S.-based businesses and environmental organizations has called on the federal government to speed up efforts to establish national, mandatory climate protection legislation. The new U.S. Climate Action Partnership (USCAP) spent a year developing a detailed set of principles and recommendations which the alliance suggests as a blueprint for any policy framework aimed at significantly reducing greenhouse gas emissions (GHG). The A Call to Action guide stresses the importance of acting quickly and comprehensively in order to avoid steeper emissions reductions in the future. A Call to Action advocates a cap and trade approach targeting transportation, large stationary sources of GHG emissions and energy use in commercial and residential buildings. Among the suggestions for U.S. policies are short and mid-term emission reduction targets, programs to accelerate technological research and development, incentives for early adoption, and approaches that encourage actions by other countries. USCAP’s uniqueness stems from the diversity of its members which include Alcoa, BP America, Caterpillar, Duke Energy, DuPont, FPL Group, General Electric, Lehman Brothers, PG&E, and PNM Resources, along with four leading non-governmental organizations – Environmental Defense, Natural Resources Defense Council, Pew Center on Global Climate Change, and World Resources Institute. |
