China Sustainable Energy Conservation Capacity Building Program Announced:EVO and CNIS agree to implement measurement and verification program in China

Efficiency Valuation Organization (EVO) is pleased to announce that on August 31, 2012 EVO and the  China National Institute of Standardization (CNIS) signed a document agreeing to implement a capacity building program for sustainable energy conservation in China through the standardized measurement and verification (M&V) of energy savings.

The China M&V Capacity Building Program will enhance the capacity of energy professionals in China to develop transparent M&V plans that measure, calculate and report energy savings in adherence with Chinese standards and EVO’s International Performance Measurement and Verification Protocol (IPMVP), the world’s most used M&V protocol.  The Program will be supported by the opportunity for energy professionals to become qualified as a Certified Measurement and Verification Professional (CMVP) through a program conducted in conjunction with the Association Of Energy Engineers (AEE) and an extensive knowledge-transfer initiative.
The China M&V Capacity Building Program is built on three core elements:

  1. The establishment of anon-competitive environment for the sharing (exchange) of experience, best practice, and knowledge of M&V amongst energy professionals in China, called “evoXchange (China)” with CNIS serving as its secretariat.
  2. Localizing and harmonizing IPMVP with China’s M&V national standards through evoXchange (China)
  3. EVO’s establishment of a Beijing office,a permanent local presence.

Now that the concept document has been signed, a local Steering Committee will guide implementation of the China M&V Capacity Building Program. The Steering Committee includes some of the key stakeholders and contributors to M&V in China. Although initially based in Beijing, it is anticipated that the Capacity Building Program will be quickly rolled out to the rest of China.
